Meet Roberto Betancourt
Roberto brings over seven years of expertise in the upstream oil and gas, renewable energy, and carbon capture and sequestration industries. He specializes in reservoir modeling, production forecasting, project management, and advancing sustainable energy initiatives.
As the Founder and CEO of NextGen Energy Consultants, Roberto leads a consulting firm dedicated to empowering Tribal governments by securing energy-related federal grant funding. His mission is to provide technical assistance that helps Tribes de-risk complex energy projects, foster economic growth, and create opportunities for success.
Previously, Roberto served over five years with the Division of Energy and Mineral Development (DEMD) under the Bureau of Indian Affairs (BIA), where he managed various grant programs. Recognizing that many Tribes missed funding opportunities due to limited information or resources, Roberto founded NextGen to bridge this gap. His firm focuses on guiding Tribes through the complexities of grant applications, ensuring proposals are competitive and impactful.
Roberto’s ultimate goal is to help Tribes turn business plans and ideas into reality, enabling them to achieve greater sovereignty and independence through the effective management of their energy and mineral resources.

What types of projects can be pursued with these grants?We start by understanding your Tribe’s unique needs and long-term goals to ensure the project aligns with your vision for the future. Our focus is on identifying your resources and leveraging them to drive economic development on Tribal lands. Potential projects include evaluating the feasibility of infrastructure improvements (e.g., power grid substations), acquiring oil and gas assets, or undertaking carbon sequestration initiatives. These grants can also support exploring renewable energy opportunities like geothermal or wind power. By turning ideas into actionable plans, we help your Tribe unlock its full potential.

How much money is required for these studies?It depends on the scope of your project and whether it will be executed in multiple phases. TEDC Grants: Award range of $10,000 to $450,000. EMDP Grants: Award range of $10,000 to $1,500,000. Keep in mind, these grants are highly competitive, and funding is limited. A detailed, well- prepared proposal can significantly increase your chances of securing funding.

How can we get started?The first step is to designate a Tribal point of contact to manage energy and mineral development activities. Routine conversations with this individual will help prepare proposals well in advance of annual grant announcements. Early preparation is key to meeting deadlines and improving your Tribe’s chances of securing funding.

What is NextGen’s role in this process?NextGen provides technical grant writing and project management services to Tribes interested in applying for these grants. If your Tribe has a specific project in mind but lacks in-house grant writing expertise, we can assist with: Drafting technical proposals (to be pre-funded by the Tribe). Managing projects alongside third-party consultants conducting feasibility studies. For project management services, costs can often be included in the grant budget narratives, reducing the financial burden on the Tribe.

What can these studies be used for?These grants cannot fund equipment purchases or salaries for Tribal employees but serve as vital groundwork for larger projects. They can provide the business plans needed to secure external financing, including federal loan guarantees and business loans, to develop economically and technically feasible initiatives. We collaborate with federal agencies within the BIA and local financial institutions to maximize these opportunities.
